Tracker

Tracker was originally released by Hasbro in 1991, and sadly, that was the only release he ever got. They did wind up reusing his mold again in 2004, albeit as Action Man for a Night Force set. I thought he was an interesting looking enough character that he warranted a modern version, and was quite surprised Hasbro failed to include him in either the FSS or Convention sets when they were still going.

Upper body, lower arms, submachine gun: General Hawk v6
Legs: Storm Shadow v26 (I think)
Feet: Storm Shadow v33
Harness: Steeler v4
Visor, oars and raft: Tracker v1
Knife: Fodder bag
Shirt decals and tattoo: Bad Mother Tattoos and Customs
